William A. Hines, Jr.
Summary of Professional Achievement

William A. Hines, Jr., Executive Vice President and co-owner of C. W. HINES and Associates, Inc., an international professional training and consulting firm based in White Stone, Virginia, completed his undergraduate education at Hampton University with a B.S. Degree in Business Management.   He was awarded the Masters in Human Resources Management from George Washington University.  He is also a graduate of the Peninsula Chamber of Commerce/Christopher Newport University Leadership Institute, the Armed Forces Staff College in Norfolk, Virginia and the Command and General Staff College. 

A decorated Vietnam Veteran (Bronze Star and Legion of Merit) and a retired Lieutenant Colonel, his outstanding military career included several successful command assignments in Europe and Vietnam.  He received the distinguished Meritorious Service Award for his achievements in Korea.  His final Pentagon assignment was as Inspector General where he received commendations for outstanding work conducting focus groups throughout the United States, Europe and Korea.  In this capacity, he was responsible for investigations that required highly technical and analytical skills. Focus groups included active duty military, family members, civilian workers, and private sector vendors.  Topic areas included:

• Quality of work life and family support systems
• Ethics in the work place and contract compliance

He served as interim administrator for a major hospital reorganization.  As a special consultant to Virginia Beach Police for Greekfest-Laborfest, he provided recommendations for cross-cultural communications.  He completed certification training in Non-Violent Conflict Resolution from the Martin Luther King Center in Atlanta, Georgia.  Bill also holds credentials as a relationship specialist and a Virginia Supreme Court certified mediator, As Vice President and Senior staff consultant and trainer for C.W. Hines and Associates, Inc.  Bill’s primary areas of expertise include:

• Appointed by Delegate Alan Diamondstein to Chair the Curriculum Committee for the Statewide Education Advisory Board
• Founding President of the Peninsula Chapter of 100 Black Men of America, a nationally recognized Points of Light recipient
• 1993 Appointed Commissioner for Newport News Redevelopment and Housing Authority
• Chairman of Newport News Youth Risk Prevention Advisory Committee
• 1999 Appointed to Advisory Board for King's Daughters Children's Hospital
• 2009, Joined the Board of Directors in bringing on line, the Boys and Girls Club of the Northern Neck

Bill is certified as an Executive Coach by College of Executive Coaching and the National Center for Healthcare Leadership, Envisia 360 (Relationship Intelligence), and the Strength Deployment Institute.  Objective assessment instruments certifications include the Myers Briggs Type Indicator to include advanced applications, the Interpersonal Influence Inventory, the Leadership Effectiveness Inventory, Emotional Intelligence Assessments, the Leadership Practices Inventory, COLORS, Strength Finders, FIRO, and Multi-Rater 360.

As a member of the Newport News People-to-People Community based organization, Bill works with the Newport News Chief of Police and other community leaders on race relations

1994, received the Service Systems Forum Outstanding Youth Advocate Award.
1996, Outstanding Leader in Hampton Roads Award given by the Conference of Minority Public Administrators.
1999, Outstanding Citizens Award from the National Urban League.
2000, Humanitarian Award given by the National Conference for Community and Justice.
2003, Designated Scholar in Residence for the National Alliance of Black School Educators.
2003, Appointed to Board of Directors for SCORE, Inc.

2005, Nominated for “The Village Father Award” given by the Judge Mablean Ephram Foundation.
